In the Thieves Guild, talk to Alcouskou /navi moc_prydb1 154/128. He will say that since you have successfully mastered the Find Stone skill, it is time to move on to training. However, some items are required for this 2x 
Garlet and 2x 
Scell.
Once you hand them over to Alcouskou, the training will begin, and you will be able to learn the Stone Fling skill.
