In the Thieves Guild, talk to Alcouskou /navi moc_prydb1 154/128. He will say that members of the Thieves Guild are famous for their quick hands. They can even gather stones and then throw them quickly and accurately. This skill has been honed over decades, which is why two abilities emerged: Stone Fling and Find Stone.
To learn the Find Stone skill, you must refine your gathering techniques. Bring 1x 
Zargon, 1x 
Bear's Footskin, and 5x 
Spawn to master the Find Stone skill.
