1. In the Archer Village, find Arpesto /navi pay_arche 109/169. He will tell you a story about how he once fought a Medusa and suddenly ran out of arrows. That was when he acquired the Phantom Arrow skill. If you also wish to learn this skill, you will need to prepare several items: 5x 
Cursed Ruby, 5x 
Harpy Feather, and 30x 
Pet Food.
2. Collect 5x Cursed Ruby, 5x Harpy Feather, and 30x Pet Food, then hand them over to Arpesto. He will teach you the new skill Phantasmic Arrow.
